农村生活垃圾分类的困境与对策——来自浙江省德清县的调查研究

摘　　要：文章以浙江省德清县为例,通过问卷调查,结合现场调研,发现当前农村地区生活垃圾分类还存在着垃圾回收率低、相关措施缺乏必要的激励性和便利性、缺乏配套的生活垃圾分类强制性措施等问题。文章认为,可以借鉴国外生活垃圾分类处理的先进经验,采取建立完善的法律法规体系、强化执法监督的力度、构建合理高效的农村生活垃圾收费制度等政策措施,来促进农村居民提高环保意识,改变行为习惯。Taking Deqing County of Zhejiang Province as an example,through questionnaire survey and on-the-spot investigation,it is found that there are some problems in the current domestic waste classification in rural areas,such as low garbage recovery rate,lack of necessary incentives and conveniences for relevant measures,and lack of matching mandatory measures for classification of domestic waste.Based on the advanced experience of classification and treatment of domestic waste in foreign countries,this paper puts forward some policy suggestions,such as establishing a perfect system of laws and regulations,strengthening the supervision of law enforcement,and building a reasonable and efficient charging system for rural domestic waste.
