摘　　要：口岸功能对区域经济的高质量开放发展有重要影响。优化和拓展口岸功能可循三个方向重点突破:一是创办自贸试验区和自由贸易港,争取更大开放空间;二是建设特色口岸试验区,创新口岸服务体系;三是整合境内外优势资源,增强口岸经济延展效应。实现上述目标,需要同时采取强有力的保障措施,包括:打通陆海通道,培育区域经济开放发展的“桥头堡”;强化“多港联动”效应,发掘对外开放的优势资源;完善口岸服务体系,增强青岛服务全球的能力;推动“四大”领域改革,凝聚青岛口岸支持国家纵深开放的“底气”。The functions of the ports play an important role in the regional economic development.Optimizing and extending the functions of the ports can proceed along the following lines:(1)to establish the free trade zones to prior to pilot;(2)to found the characteristic ports to innovate the service system;(3)to integrate the competitive resources in the whole country to augment the additional functions of the ports.To achieve the above objectives,some solutions must be guaranteed,including breaking through the channels between oceans and continents to cultivate the“Bridge Head”of the regional economic development;strengthening the“port-port”linkages to develop the competitive resources;improving the service system of the ports to promote the service position of Qingdao City;and pushing forward the changes in some fields to make the ports in Qingdao more supportive of the“Opening up Policy”of the country.
