摘　　要：PPP模式正日益被广泛应用于各类公共项目建设,使得参与主体呈现出多元化,同时也加剧了邻避风险和治理难度。基于利益相关者理论,文章首先从重要性和影响力两个维度构建了PPP模式下邻避风险的利益相关者的二维分析框架,并以A市垃圾焚烧厂事件为例进行实证研究,探讨引入PPP模式后的邻避设施会涉及哪些利益相关者及其行动逻辑,最后从信任机制、沟通机制、监督机制和利益补偿机制四个方面构建利益相关者的邻避风险治理机制。PPP model has been widely used in the construction of various projects,but it has also intensified"NIMBY risk"and increased the difficulty of the risk governance.Based on the stakeholder perspective,this paper constructs a stakeholder analysis framework for the NIMBY risks of PPP mode.By focusing on the case of waste incinerator plant in A city,the paper analyzes the action logic of stakeholders and presents several governance paths:building the trust mechanisms of stakeholders,the communication mechanism,the oversight mechanism and reasonable benefit compensation mechanism.
