国家标准和国际公约两大框架下船舶生活污水管理现状研究

摘　　要：《船舶水污染物排放控制标准》(GB 3552-2018)和MARPOL73/78公约附则IV《防止船舶生活污水污染规则》均对船舶生活污水的排放做出了要求,基于国家标准和国际公约的双重条件下,文中对船舶生活污水处理装置的配备、使用情况以及生活污水处理排放的达标性进行研究,指出船舶生活污水管理存在的问题并提出建议。There are requirements for the discharge of sewage from ships both in the Standards for Water Pollutants Discharge from Ships(GB 3552-2018)and Annex IV of MARPOL 73/78,Regulations for the Prevention of Pollution by Sewage from Ships.Based on the double conditions of national standards and international conventions,this paper studies the conditions of onboard equipment and use of sewage treatment plant and the compliance of sewage treatment and discharge.It identifies the problems existing in the management of sewage onboard ships and puts forward relevant suggestions.
