摘  要:为保护页岩气开采过程的生态环境,减小生态环境风险,对重庆市页岩气开发现状、环境管理、科技支撑三方面进行了调研。通过调研发现重庆市目前已建立了关于页岩气开发环境管理的专门性文件,并已完成相关区域的规划环评、强化监管机制以及污染集中治理建设。在分析了现有措施后,针对仍然存在的问题,提出了如重大变动界定应重点关注工程变化导致的不利生态环境影响;结合开发区块具体情况确定压裂返排液排放去向及执行标准;鼓励废弃油基泥浆和岩屑的综合利用等相应对策。In order to protect the ecologiy and environment in the process of shale gas exploitation and reduce the ecological and environmental risk,the current situation,environmental management and scientific and technological support of shale gas exploitation in Chongqing were investigated.It was found that Chongqing has established specialized documents on the environmental management of shale gas development,completed the planning and environmental assessment of relevant areas,strengthened supervision mechanism and centralized pollution control construction.After analyzing the existing measures,some countermeasures are put forward,such as the definition of major changes should focuse on the adverse ecological and environmental impacts caused by engineering changes;the determination of discharge destination and implementation standards of fracturing backflow fluid should be combined with the specific situation of the development block;comprehensive utilization of waste oil-based mud and cuttings should be encouraged.
