摘　　要：信息时代,科技创新资源优化配置已成为实现帕累托最优、促进经济发展的关键因素。从科技创新资源优化配置的理论内涵入手,探索科技创新资源优化配置的作用机制,在此基础上,采用数据包络Malmquist指数和DEA-Tobit两步法,综合评价2009-2018年我国30个省份的科技资源配置效率,分析影响我国科技创新资源配置效率的影响因素。结果表明:整体上我国各地区Malmquist指数呈现增长趋势,科技创新资源配置接近优化状态,平均增长率为2.4%;产业结构调整与政府科技投入水平与我国科技创新资源效率显著正相关,不同区域间影响因素各不相同。针对此现状提出我国科技创新资源配置的路径优化选择及政策建议。In the information age,the optimal allocation of scientific and technological innovation resources has become the key factor to achieve pareto optimality and promote economic development.Based on the theoretical connotation of science and technology innovation resources optimal allocation,we explore the mechanism of action of science and technology innovation resources optimization.On this basis,Malmquist index and DEA-Tobit are adopted.We evaluate the allocation efficiency of science and technology resources in 30 provinces and municipalities in China from 2009 to 2018,and analyze the influencing factors that affect the allocation efficiency of science and technology innovation resources in China.The results show that,on the whole,the Malmquist index of all regions in China showed an increasing trend,and the allocation of science and technology innovation resources was close to an optimal state,with an average growth rate of 4%.The adjustment of industrial structure and the level of government investment in science and technology are significantly positively correlated with the efficiency of science and technology innovation resources in China.The influencing factors are different in different regions.Finally,the paper puts forward the optimal choice and policy Suggestions for the allocation of science and technology innovation resources in China.
