摘　　要：疫情全球蔓延愈来愈显现其影响的长期性,可能成为冲击全球金融市场、拖累全球经济增长乃至影响全球历史进程的标志性事件。在中国政府强有力的领导下,当前中国国内疫情防控取得明显成效,疫情形势持续向好,复工复产稳步推进,经济活力逐步提升。但境外疫情的持续蔓延令全球经济不确定性陡增,进而对金融业发展构成前所未有的挑战。鉴于此,广东省金融业需要防范前期影响实体经济部门造成的风险传导至金融部门。其关键在于配合好中央政府逆周期调节政策节奏,提升"货币政策—财政政策"的协调度,从总量和结构同时入手,在供给和需求两端发力,转"疫"为机,以"稳预期"为首要目标,以"降成本"为重要抓手,以"促发展"为核心驱动,以"防风险"为基本底线,多管齐下,切实支持实体经济特别是中小企业,助推广东实体经济高质量发展。It is increasingly certain that the spread of the COVID-19 pandemic will have significant long-term effects.The pandemic has the potential to become a milestone event that sends a shock wave to the global financial market,drags down global economic growth,or even shapes how world history will evolve.In China, where adequate measures have been adopted,the pandemic has been under control for some time.More factories and businesses have reopened,thereby contributing to the gradual recovering of economic vitality.However,the continuous spread of COVID-19 in many other countries has substantially increased the uncertainty of the global economy,and in turn,brings unprecedented challenges to the development of the financial sector.Therefore,the financial sector in Guangdong must take measures to prevent the contagion effect of the risks that have previously affected the real sector.Key measures include keeping pace with the countercyclical policies implemented by the central government to enhance the synergy of monetary and fiscal policies,targeting both total volume and structures and working from the two ends of supply and demand.By managing expectations,reducing costs,promoting development,and preventing risks,it is possible to turn the pandemic into transformation opportunities to better serve the real sector,especially small and medium businesses,thereby promoting high-quality development of the real sector in Guangdong.
