摘　　要：历史经验证明,任何一次重大的全球性突发事件都会对人类集体行为产生巨大冲击。业已波及全球210多个国家和地区、影响70多亿人口并造成数十万人死亡的新冠肺炎全球大流行,对整个国际合作及"一带一路"倡议产生明显负面影响。在回顾重大突发事件对国际合作影响的理论研究基础上,分析新冠肺炎疫情对"一带一路"建设的不利影响,探讨降低和消除负面影响、尽快恢复正常建设节奏以及建构后疫情时代"一带一路"卫生健康共同体的对策,尤其是与沿线国家建构"一带一路"重大公共卫生突发事件联合治理机制,为"一带一路"走深走实保驾护航,有力推进卫生健康共同体和人类命运共同体建设。Historical experience has shown that any major global emergency will have huge impact on our collective behavior.The COVID-19 pandemic has caused numerous infections and deaths in more than 210 countries and regions across the globe.This global pandemic has inestimable impact not only on the entire globalization process,but also on the Belt and Road,a major international cooperation initiative.Based on the theoretical research on major emergencies’impact on international cooperation,the thesis analyzes COVID-19’s influence on the construction of the Belt and Road and discusses measures to reduce and eliminate the negative impact and resume normal construction as soon as possible.In particular,it proposes establishing a joint governance mechanism for major emergencies with the countries along the route of the Belt and Road in the post-epidemic period,boosting and implementing the concept of a community of Health and community of shared future for mankind.
