摘　　要：共建共治共享的社会治理制度具有鲜明的中国特色,其显著优势在于坚持党的领导和以人民为中心,坚持理论与实践、历史与现实的统一。作为中国特色社会治理制度体系中的三个关键要素,党的领导、民主协商和科技支撑是将这种制度优势转化为治理效能的主要着力点。应以基层党建为抓手,不断提升党在社会治理中的政治领导力、思想领导力与组织领导力;以协商机制建设为突破口,切实发挥社会治理中民主协商的整合作用;以工具理性与价值理性的统一为原则,落实科技对社会治理的支撑作用。这些举措在提升社会治理效能的同时,也将不断推进中国特色社会治理制度走向更加成熟和定型。The Chinese social governance is featured by collaboration participation and common interests.Thanks to its unique advantages of CPC leadership and people-first ideology,it has realized the incorporation of theory and practice,as well as history and the current situation.There are three key points within the governance constitution with Chinese characteristics,including the CPC leadership,democratic consultation,and modern technology.Among the three key points,local Party construction shall be the foundation,guaranteeing the over-all leadership of CPC in politics,ideology and organizations;the Chinese People’s Political Consultative Conference sticks and unites the general public in the process of practicing governance;in light of the combination of instrumental rationality and value rationality,modern technology provides solid pillar for the social governance.These measures will effectively elevate the performance of social governance and tremendously improve the social governance constitution with Chinese characteristics.
