摘　　要：十九大以来,西安进入经济社会发展的新时期,高质量发展成为引领经济发展新常态的关键所在,而绿色发展也成为实现高质量发展的必要条件。近年来,西安的经济得到迅猛的发展,但同时也必须清醒地认识到在高速增长的背后,绿色发展已然成为社会命题。论文依据绿色发展的内涵,构建绿色发展指标评价体系,选取2012-2018年西安市以及市内11区2县的统计数据,采用综合评价法分析西安进入“十三五”以来绿色发展的态势,依据测度结果为西安步入“十四五”提供政策建议和发展对策。Since the 19th National Congress,Xi'an has entered a new era of economic and social development.High-quality development has become the key to leading the new normal of economic development,and green development has also become a necessary condition for achieving high quality development.In recent years,the economy of Xi'an has developed rapidly,but at the same time,we must clearly realize that behind the rapid growth,green development has become the social proposition.According to the connotation of green development,the paper constructs the index evaluation system of green development,and selects the statistical data of Xi'an City and 11 districts and 2 counties in the city from 2012 to 2018.This paper adopts the comprehensive evaluation method to analyze the green development trend of Xi'an since it entered the"13th Five-Year Plan",and provides policy suggestions and development countermeasures for Xi'an to enter the"14th Five-Year Plan"according to the measurement results.
