运动休闲特色小镇高质量发展的逻辑起点、关键问题与路径

摘　　要：运用文献资料、专家访谈、田野调查等研究方法,对新时代背景下我国运动休闲特色小镇高质量发展的逻辑起点、关键问题与治理路径进行深入研究。认为:助力健康中国与实现体育强国的新抓手、促进区域经济发展的新引擎、脱贫攻坚与乡村振兴的新途径、传承和弘扬民族传统体育文化的新载体是新时代我国运动休闲特色小镇高质量发展的逻辑起点。但是我国运动休闲特色小镇在新时代的高质量发展受“发展理念模糊、顶层设计缺位”,“产业链态单一、支撑体系薄弱”,“高级体育专业人才供需矛盾突出”等问题的滞碍。提出:理念“引”镇,以“五大发展理念”作为顶层设计的指导思想;产业“兴”镇,核心项目产业为主体,完善配套服务;文化“铸”镇,挖掘和培育小镇的“灵魂”文化,人才“强”镇,多渠道培养和引进高级体育专业人才的治理路径。By using literature review,expert interview and field investigation,this paper makes an in-depth study on the logical starting point,key problems and governance path of the high-quality development of China's sports leisure towns in the new era.It is believed that the logical starting point for the high-quality development of China's sports and leisure towns in the new era is that such towns hold the key to building a healthy China and making it a sports power;these towns will be new engines to promote regional economic development;they will provide new ways to fight against poverty and to achieve rural revitalization,and will be new carriers for the inheritance and further development of traditional national sports culture.However,the high-quality development of these towns in the new era is hampered by a vague concept of development,a lack of top-level design,a single industrial chain,a weak support system,and a lack of senior sports professionals.In view of the seriousness of the problem,the paper offers the following suggestions:there be a clear concept to“guide”the development and“five development concepts”be used as the guiding ideology of top-level design;these towns be developed by focusing on the core industry and perfecting the related services;these towns be“(re)shaped”by rediscovering or cultivating a cultural“soul”;these towns be“strengthened”by talents and professionals in sports,whom must be recruited and retained in every possible way.
