摘　　要：严格执行水库大坝安全管理各项制度是确保水库大坝安全的核心保障,但当前我国水库管理制度不落实、监管不到位较为普遍,根源之一是各项水库管理制度执行不及时。通过对水库大坝安全管理关键制度研究,结合实际管理需求和实践经验,提炼注册登记、安全鉴定、调度规程、应急预案、除险加固、年度报告、责任制、督导检查等8项中国水库大坝安全运行管理制度预警指标,构建了时间维度预警标准,建立水库大坝安全智能评估预警平台。预警标准已应用于“水库大坝运行管理移动应用”和“全国水库运行管理信息系统”,通过系统机制提前预警,消除大坝安全风险,保障水库大坝安全运行。The key guarantee of reservoir dam safety is to strictly implement reservoir dam safety management system.However,currently it is common that implementation and supervision of dam management system are not fully in place.One of the root causes is untimely execution of the reservoir management system.Through the in-depth study of the key system of reservoir dam safety management,combined with actual management demand and practical experience,we refined early-warning indicators of eight Chinese reservoir dam management systems,including registration,safety appraisal,regulation rules,emergency plans,reinforcement,annual report,responsibility,and constructed the early warning standard in time dimention,and established the reservoir dam safety intelligent assessment and warning platform.The warning standard has been applied to“Reservoir Dam Operation and Management Mobile Application”and“National Reservoir Operation and Management Information System”,which can eliminate risks for dam safety and guarantee the safety operation of reservoir dams through the system mechanism.
