摘　　要：为确保畜牧养殖产业的安全,基层地区的畜牧兽医人员除做好常规的动物防疫、检疫和技术推广工作外,还应进行严格的行政执法,及时发现动物养殖中存在的违法行为,确保畜牧养殖安全,保障动物制品卫生达标。畜牧兽医行政执法工作还面临突出问题,主要表现为执法主体不明确,执法人员专业素质较差,执法力度不足,行政处罚执行不规范等。因此需要进行细致研究,提出相应的改进措施,确保畜牧兽医执法工作更加高效、高质量的开展。In order to ensure the safety of animal husbandry and breeding industry,animal husbandry and veterinary personnel in grass-roots areas should carry out strict administrative law enforcement in addition to the routine work of animal epidemic prevention,quarantine and technical promotion,find out the illegal behavior in animal breeding in time,ensure the safety of animal breeding and ensure the sanitary standard of animal products.animal husbandry and veterinary administrative law enforcement work is also faced with outstanding problems,mainly manifested in unclear law enforcement subject,poor professional quality of law enforcement personnel,lack of law enforcement efforts,non-standard implementation of administrative penalties.Therefore,it is necessary to carry out careful study and put forward corresponding improvement measures to ensure more efficient and high-quality animal husbandry and veterinary law enforcement work.
