摘 要:全国层面,住房保障力度不断加大,棚户区改造成为最主要的保障性住房类型。北京保障性住房建设中,定向安置房占比较大,公共租赁房占比上升趋势明显,保障性住房用地多数分布在五环以外,且大部分与地铁距离较远。杭州在为非户籍人员提供住房保障方面取得了一定的成效,近年来出让的保障性住房用地空间分布比较均匀。保障性住房建设特征包括:热点城市对于住房保障关注增加,提出相应目标与指标;保障性住房选址较为偏远,设施配置有待提升;人才住房保障政策不断完善。建议未来从合理编制保障性住房发展规划、制订各类保障性住房规划建设导则、完善管理制度等方面推进住房保障建设。At the national level,affordable housing construction has been steadily increasing.Shantytown rebuilding has been transformed into the main type of affordable housing.The proportion of directional settlement in Beijing is large,and the proportion of public rental housing is rising obviously.Most affordable housing are located outside the Fifth Ring Road,and are relatively far from the subway station.Hangzhou has made some achievements in providing housing security for non-registered persons.The spatial distribution of affordable housing land has been evenly distributed.The first-tier and second-tier cities pay more attention to housing security and put forward different goals.The location of affordable housing is relatively remote,facilities needs to be improved.Housing security for talents has been constantly improved.Suggestions are put forward from the aspects of development plan for affordable housing,compilation guidelines for various types of affordable housing,as well as improvement of management system.
