法治湖南建设与健全权力运行制约与监督体系探析

摘　　要：法治湖南建设是在中国法治国家建设的大背景下,湖南依法治省的具体实践体现.权力制约与监督是法治国家建设的必由之路.为了规范权力运行,湖南省政府采取了很多举措,法治湖南建设取得了明显成效.形成了由科学的决策机制、有效的执行机制、有力的监督机制所构成的权力运行制约和监督体系.通过强化程序,规范重大行政决策,构建了权力运行的科学决策机制.通过加大政府信息公开力度,控制行政自由裁量权,提高行政效率,完善了权力运行的有效执行机制.强化人大的监督作用,充分发挥社会民众和新闻舆论的监督作用,全面落实行政执法责任制,有效完善了权力运行的监督机制.The construction of Hunan Province ruled by law is the concrete practice of Hunan Province ruled by law under the background of the construction of China's country ruled by law.Power Restriction and supervision is the only way to build a country under the rule of law.In order to standardize the operation of power,Hunan provincial government has taken a lot of measures,and the construction of rule of law in Hunan has achieved obvious results.It has formed the power operation restriction and supervision system which is composed of the scientific decision-making mechanism,the effective execution mechanism and the powerful supervision mechanism.Through strengthening the procedure and standardizing the major administrative decision-making,the scientific decision-making mechanism of power operation has been constructed.By strengthening the government information disclosure,controlling the administrative discretion,and improving the administrative efficiency,the effective enforcement mechanism of power operation is improved.Strengthening the role of people's congresses in monitoring the exercise of power and giving full play to the role of the public and public opinion in monitoring the exercise of power,the responsibility system for administrative law enforcement is comprehensively implemented,and the monitoring mechanism of power operation is effectively improved.
