摘 要:近年来中国高新技术产业开发区出现了一定程度的智力资本“回流潮”,这给当地区域创新发展提供了重要的智力支持。运用2013—2018年104个中国高新技术产业开发区的面板数据,构建随机前沿模型,实证检验智力资本回流对创新效率的影响及其作用机制,研究结果表明:国际智力资本回流显著促进中国高新技术产业开发区的创新效率,但存在地区差异,其中中部地区促进效应最强,西部地区次之,东部地区最弱;智力资本回流与本土人力资本的交互作用对中国高新技术产业开发区的创新效率有正向影响,但只有东北地区显著,而中部地区是负效应。基于此,提出了有效促进海归回流、推动区域创新发展的对策建议。In recent years,China's high-tech industrial development zones have seen a certain degree of intellectual capital"backflow",which provides important intellectual support for local regional innovation and development.Using panel data of 104 National High-tech Zones from 2013 to 2018,a stochastic frontier model is constructed to empirically analyze the direct impact of brain return on innovation efficiency and the indirect impact of brain return on innovation efficiency through cooperation with local human capital.The research results are as follows:The brain return has significantly promoted the innovation efficiency of the National High-tech Zones,with the central region having the strongest influence,the western region having the second highest,and the eastern region having the weakest.The interaction between the brain return and local human capital affects the innovation efficiency of the National High-tech Zones.The northeast region has a positive impact and the central region has a negative impact.In the end,this paper puts forward countermeasures and suggestions to effectively promote the return of returnees and promote regional innovation and development.
