摘　　要：潘懋元高等教育管理思想是其高等教育思想的重要组成部分,体系完备,内容博大精深。潘懋元先生长期的教育管理实践经历是其高教管理思想的实践基础,他提出的"教育内外部关系规律"学说是其高教管理思想的理论支撑。潘懋元高等教育管理思想的核心要义是以人才培养为中心,以学术为本,争创一流和追求卓越,具体内容主要包括现代大学制度建设、高校分类定位与特色发展、教学发展与管理创新,以及教育管理干部的专业化等。潘懋元高等教育管理思想的基本特色是传统与现实的结合、宏观与微观的兼顾、理论与实践的统一。PAN Mao-yuan’s higher education management thoughts are an important part of his thoughts on higher education that has complete system and extensive and profound content.His long-term educational management experience is the practical foundation of his higher education management thoughts.His theory of"the law of internal and external relations of education"is the theoretical support of his thoughts on education management.The core meaning of his higher education management thoughts is to focus on talent training as the center,take academic as the foundation,strive for first-class,and pursue excellence.The concrete contents mainly include the construction of modern university system,the classification and characteristics development of university,the development of teaching and management innovation,and the specialization of education management cadres.The basic characteristics of his higher education management thoughts are the combination of tradition and reality,the consideration of macro and micro,the unity of theory and practice.
