网络治理视角下流域河长制创新研究——基于沱江流域试点段的案例分析

摘　　要：河长制作为一种制度创新在流域管理中发挥着重要作用,探索河长制创新模式对于指导流域治理的实践有重要现实价值.以沱江流域试点段为案例对象,通过部门调查法和归纳演绎法,提炼出沱江流域试点段河长制网络治理模式,并总结河长制实施过程中采取的创新手段.研究发现,沱江流域试点段初步形成了“政府河长为主导、企业河长为辅助、民间河长为补充”的纵横向网络河长制体系.河长制实施过程中,钉钉智慧河长管理流域的工作方式和“河长-警长-网格员”的流域管理模式等创新做法值得其他流域学习借鉴.As a kind of system innovation,the river chief system plays an important role in river basin management.The exploration of such an innovative river-chief system mode is of realistic value in guiding the practice of river basin governance.Taking the Tuojiang river basin pilot section as the research subject,by means of the departmental investigation method and inductive deduction method,a network governance model of river chief system in the Tuojiang river basin is worked out and some innovative means are created in the implementation of river chief system.The study finds that a vertical and horizontal network river-chief governing system,which is characterized by“Government River-chief Dominance plus Enterprise River-chief Assistance and NGO River-chief Supplement”,is initially built in the pilot section of the Tuojiang River basin.In the implementation of the new system,the working manner by the DingTalk Intelligent River Chief Governance and the“RiverChief-Commissioner-GridOperator”basin managing mode are some of the innovative approaches worth mentioning for their referential value to other rivers basin management.
