摘 要:外商直接投资(FDI)是我国近些年经济的重要助力,但同时带来逐渐严峻的环境问题。2007年政府出台企业环境信息披露政策,该政策对地区FDI流入量造成影响,但由于我国东部地区与中部地区经济发展水平和原有FDI情况不同,政策效应产生差异。本研究以江苏与安徽为例,利用两省政策实施前后相关数据,通过双重差分法建立回归模型,分析得出政策实施对江苏FDI流入量呈负效应,对安徽表现为正效应。随后探讨差异产生原因并提出建议,鼓励相关部门在政策推行中因地制宜,两区联动,有助于调整区域原有FDI布局与结构,设计后续合理的引资规划,使其更好地促进我国经济发展。FDI is an important part in China′s economic development,but it brings serious environmental problems at the same time.So in 2007 the government issued environmental information disclosure policy,which affected regional FDI inflow volume.The economic development levels and the original conditions of FDI were different between the east and central part of China,so the policy effects differed.Using relevant data of Jiangsu and Anhui provinces before and after the introduction of the policy,by means of DID,the research finds that the policy hinders FDI inflow in Jiangsu but promotes FDI inflow in Anhui.Reasons are analyzed and proposals put forward,encouraging relevant departments to adjust measures to local conditions in the implementation of policies and link up the two regions,which will help to adjust the original layout and structure of FDI in the region and to design a reasonable plan for attracting foreign investment,so as to better promote China′s economic development.
