摘 要:在高校目标管理的体系架构中,各部门发展不均衡性、指标差异化、发展定位迥异等多种复杂因素互相交织,导致目标管理在推动高校快速发展的同时,不可避免地产生指标分解困难,弱势部门排斥,考核结果固化等不利因素。在分析高校目标管理的特点和运行机制基础上,提出发展性评价等多种评价机制,在总体规划中增加反馈目标完成情况作为学校整体目标制定流程的结尾和下年度目标制定的开端,形成目标制定动态调整的机制和多种评价机制共存的目标管理实施策略。In the system structure of university goal management,many complex factors such as unbalanced development,different indicators and different development orientations are intertwined,which leads to disadvantageous factors such as difficulties in index decomposition,exclusion of disadvantaged departments and solidification of assessment results while promoting the rapid development of universities.Based on the analysis of the characteristics and operation mechanism of goal arrangement in universities,this paper puts forward various evaluation mechanisms,such as developmental evaluation,and adds feedback target completion to the overall planning as the end of the overall goal-setting process and the beginning of the next year's goal-setting,thus forming the mechanism of dynamic adjustment of goal-setting and the implementation policy of goal management with coexistence of various evaluation mechanisms.
