重大突发公共卫生事件中的社会救助解析——以抗击新冠肺炎疫情为例

摘　　要：在重大突发公共卫生事件中,社会救助能够发挥重要的兜底功能。文章通过文献研究与逻辑分析发现,以政府为主导的多元社会救助体系,针对疫情中的患者、特殊困难群体和一线工作人员这三类群体,提供了医疗救助、临时救助、就业救助、医疗物资救助、生活救助等救助服务。为进一步提升我国重大突发公共卫生事件的社会救助能力,特提出以下优化路径:在救助主体上,政府应当通过购买服务推动社会力量参与救助,实现政府与社会在疫情治理上协同共治;在救助对象上,要谨防疫情地区的"遗漏效应",进行救助群体的细分和精准施策;在救助方式上,要积极运用"互联网+社会救助"模式,提升非常态状况下社会救助的智能水平;在救助内容上,应健全新冠肺炎患者治愈后的医疗救助保障机制,提升疫情常态化防控的工作绩效。Social assistance can play an important role in major public health emergencies. Through literature research and logical analysis, this paper finds that a pluralistic social assistance system dominated by the government, has provided medical assistance, temporary assistance, employment assistance, medical material assistance, life assistance and other assistance services for patients, special groups and front-line workers in the epidemic situation. In order to further improve the social assistance capacity of major public health emergencies in China, the following optimization path is proposed: in the main body of assistance, the government should promote social forces to participate in the assistance by purchasing services, so as to achieve the coordinated governance of the government and society in the epidemic situation. In terms of relief objects, we should guard against the "omission effect" of epidemic areas, subdivide the rescue groups and make accurate measures. In the way of rescue, we should actively apply the mode of "Internet plus social assistance" to enhance the level of social assistance under abnormal conditions. Novel coronavirus pneumonia should be extended to cure the medical aid and guarantee mechanism, so as to enhance the performance of epidemic prevention and control.
