黑龙江省冰雪运动后备人才培养瓶颈与策略研究

摘　　要：黑龙江省是我国冰雪资源大省,对于发展冰雪项目具有非常大的优势。潜心培养冰雪运动后备人才,助力北京冬奥会和冬残奥会,推动青少年冰雪运动发展,是提升我国冬季项目整体水平的有效途径,更是实现"健康中国"的重要举措。通过文献法、观察法、调查法和逻辑分析法,就黑龙江省冰雪后备人才培养情况赴哈尔滨市、齐齐哈尔市和大庆市等地进行实地走访调研,分析了黑龙江省冰雪运动后备人才培养的瓶颈,明晰了黑龙江省冰雪运动后备人才培养的困境。研究表明:实施"前冬奥"和"后冬奥"两步走的策略、建立科学规范的冰雪后备人才培养体系和畅通冰雪后备人才升学就业渠道等方法,能为我国冰雪运动项目提供人才支撑和组织保证,推动冰雪事业可持续地良性发展。Heilongjiang Province is a big province of ice and snow resources in China,which has great advantages for the development of ice and snow projects.It is an effective way to improve the overall level of winter sports in China and an important measure to realize"healthy China"by cultivating reserve talents of ice and snow sports,helping Beijing Winter Olympic Games and winter Paralympic Games,and promoting the development of youth ice and snow sports.Through the methods of literature,observation,investigation and logical analysis,this paper makes a field visit to Harbin,Qiqihar and Daqing on the cultivation of ice and snow reserve talents in Heilongjiang Province,analyzes the bottleneck of the cultivation of ice and snow sports reserve talents in Heilongjiang Province,and clarifies the difficulties in the cultivation of ice and snow sports reserve talents in Heilongjiang Province.The research shows that;the implementation of the"pre Winter Olympics"and"post Winter Olympics"twostep strategy,the establishment of a scientific and standardized ice and snow reserve personnel training system and smooth ice and snow reserve personnel employment channels,can provide talent support and organizational guarantee for China’s ice and snow sports projects,and promote the sustainable and healthy development of ice and snow industry.
