摘　　要：为积极响应“一带一路”倡议,落实基于中墨两国农业部门共同签署的《中华人民共和国农业部与墨西哥合众国农业、畜牧业、农村发展、渔业和食品部关于加强农业合作的谅解备忘录》框架内容,联合墨西哥国家渔业和水产养殖研究所,对墨西哥海洋捕捞渔业、水产养殖等现状进行调研,分析了墨西哥的渔业特点、渔业与管理政策上的优劣势、发展潜力等,并在联合探捕活动及水产养殖技术交流方面取得新进展。重点评析中墨两国未来的渔业合作前景和相关政策,分析渔业科技合作的发展空间,基于墨西哥相对较低的捕捞技术与养殖生产水平,研究提出在渔业资源共同开发、水产养殖与加工技术、水产遗传育种与疾病防控、渔船修造业及应对海洋污染事件交流四个方面的合作方向与发展建议。为促进中墨渔业合作指明了存在的问题和发展方向,推动我国渔业在科技与产业上的国际合作,并提出解决合作问题的关键性对策。To actively respond to“the Belt and Road Initiative”and to implement the framework of the Memorandum of Understanding on Strengthening Agricultural Cooperation between the Ministry of Agriculture of the People’s Republic of China and the Ministry of Agriculture,Animal Husbandry,Rural Development,Fisheries and Food of the United States of Mexico signed by the agricultural departments of the two countries,the paper,in conjunction with Mexico National Fisheries and Aquaculture Institute,conducts a survey on the current status of marine fisheries and aquaculture in Mexico,and investigates and discusses the characteristics of Mexico’s fisheries,strengths and weaknesses in fisheries and management policies,and development potential,etc.Research emphasizes analysis of the future prospects and relevant policies of fisheries cooperation between China and Mexico,analyzes the development space of fishery science and technology cooperation,and based on Mexico’s relatively low fishing and breeding level of ability,it proposes cooperative countermeasures and development suggestions in four aspects:jointly developing fishery resources,aquaculture and processing technology,fisheries genetic breeding and disease prevention and control,exchanges on shipbuilding and repair and responses to marine pollution incidents.The study points out the existing problems and development direction for the promotion of fishery cooperation between China and Mexico,promotes the international cooperation of fishery science,technology and industry in China,and puts forward the key countermeasures to solve the cooperation problems.
