摘　　要：基于2005—2017年中国城市面板数据,利用撤县设区这一准自然实验和双重差分模型,估计撤县设区政策对城市化发展失衡的作用效果,并从土地资源错配和城市生产效率两个方面检验撤县设区政策对城市化发展失衡的影响机制。结果表明:撤县设区政策可以有效缓解城市化发展失衡,主要是由于撤县设区政策对人口城市化增长速度的促进效果大于其对土地城市化增长速度的促进效果。从区域层面看,撤县设区政策对城市化发展失衡的缓解效应在东部地区更加明显;从城市层面看,撤县设区政策在直辖市和省会城市的作用效果并不显著,而在地级市显著;从市辖区层面看,市与区之间的距离越远,越不利于撤县设区缓解效应的发挥。撤县设区政策引起土地资源错配,进而加剧城市化发展失衡;撤县设区政策提高城市生产效率,进而改善城市化发展失衡。Based on the urban panel data of China from 2005 to 2017,using the quasi natural experiment of"County to the Urban Areas"reforms and the Difference-in-Difference model,this paper estimates the effect of the policy of"County to the Urban Areas"reforms on the unbalance of urbanization development,and tests its influence mechanism from two aspects of land resource mismatch and urban production efficiency.The results show that:the policy of"County to the Urban Areas"reforms effectively alleviate the unbalance of urbanization development,mainly because the effect of the policy on population urbanization growth rate is greater than that on land urbanization growth rate.From the regional level,the mitigation effect of the policy is more obvious in the eastern region;from the urban level,the effect of the policy is not significant in municipalities directly under the central government and provincial capital cities,but significant in prefecture level cities;from the municipal area level,the farther the distance between cities and districts,the less conducive to the mitigation effect of the policy.The policy of"County to the Urban Areas"reforms lead to the mismatch of land resources,which aggravates the unbalance of urbanization development;and the policy improves the urban production efficiency,and then alleviates the unbalance of urbanization development.
