摘　　要：为应对当前风险与挑战,积极的财政政策要更加积极有为。为落实“六保”、做好“六稳”工作,并提高各类政府债务资金的综合使用效益,还需要处理好两个关键问题:一是及时跟进科学管理,为积极财政保驾护航;二是积极财政政策与货币政策有效协同,保障惠企利民与金融稳定。文章最后提出政府投资的三种可尝试的融资模式。To deal with current risks and challenges,active fiscal policies need to be more proactive.In order to ensure'six priorities'and'stability in six areas',and improve the efficiency of the comprehensive use of various government debt funds,two key issues need to be well addressed:first,a timely follow-up of scientific management to ensure the implementation of the active fiscal policies;second,effective synergy between active fiscal policies and monetary policies to ensure financial stability and benefits for enterprises and the people.The article also suggests three possible financing modes of government investment that are worth trying.
