摘  要:突发公共卫生事件下,及时准确地提供权威可靠可信的公众健康信息服务是医学图书馆开展公众健康信息素养教育最直接有效的方法。本文从分析公众健康信息甄别障碍及成因的角度入手,指出健康信息素质教育在突发公共卫生事件中具有提升公众健康信息甄别能力的意义。其次论述医学图书馆开展公众健康信息素养教育的优势。根据4R危机管理理论,将医学图书馆在突发公共卫生事件下的公众健康素养教育任务划分为减震期、储备期、反应期和恢复期4个阶段。最后从危机管理反应期角度,以中国医学科学院医学信息研究所/图书馆为例,分析其在新型冠状病毒肺炎疫情防控期间开展的公众健康信息服务举措及满意度调查,发现公众对于其提供的健康信息真实性、健康信息有用性、健康信息系统安全性和服务专业性满意度较高,在健康信息及时性、系统响应速度、个性化服务、公众知晓度方面还需进一步提升。By way of analyzing the obstacles of public health information screening and their causes,this paper points out the significance of public health education in improving public health information screening capabilities during public health emergencies,and the advantages of medical libraries in promoting public health education.According to the 4R crisis management theory,it divides the public health education conducted by medical libraries during public health emergencies into four phases:reduction,readiness,response,and recovery periods.Taking the Institute of Medical Information/Library of Chinese Academy of Medical Sciences as an example,this paper introduces its initiatives and user satisfaction survey during the period of prevention and control to COVID-19.The public was found to be highly satisfied with the authenticity of health information,the usefulness of health information,the security of health information systems,and the professionalism of services provided by IMI&Library.Timeliness of health information,system response speed,personalized services,and public awareness of the services are in need of improvement.
