摘　　要：信用是市场经济有效运行的基础。加快社会信用体系建设是完善社会主义市场经济体制、加强和创新社会治理的重要手段。社会信用体系建设与社会治理具有协同性和互促性。社会信用体系建设优化了社会治理的主体、客体、环境和效能,社会治理的方式方法明确了社会信用体系建设以全面覆盖、以法为纲、与时俱进和人才主导为方向。社会信用体系建设要以法治思维和创新引领为指导,以汇集信用信息和整合信用资源为载体,以现代技术和信用治理为支撑,以征信服务和信用监管为手段,以信用文化宣传和信用氛围营造为保障,助推社会治理能力的提升。The construction of social credit system is an important means to improve the socialist market economic system, strengthen and innovate social governance. The construction of social credit system and social governance have synergy and mutual promotion. The construction of social credit system has optimized the subject, object, environment and efficiency of social governance;the ways and means of social governance make it clear that the construction of social credit system should be in the direction of comprehensive coverage, taking law as the guiding principle, keeping pace with the times, and adhering to the concept of talent-orientation. The construction of social credit system should be guided by the thought of rule of law and innovation, take the collection of credit information and the integration of credit resources as the carrier, take modern technology and credit governance as the main support, and take credit investigation service and credit supervision as the means,and take the publicity of credit culture and the construction of credit atmosphere as the guarantee to promote the improvement of social governance ability.
