摘　　要：公共图书馆古旧文献服务制度是公共图书馆制度体系的一部分,是公共图书馆管理理念和方法的体现。公共图书馆古旧文献服务制度,由基于文物保护法、著作权法、图书馆法律法规、图书馆各项标准的制度体系构成,是公共图书馆规范化管理、古旧文献保护和利用、古旧文献服务科学化发展的需要,也存在着设计和实践中的制度缺陷。文章从精确性和模糊性、利弊共生性、政策和价格导向、激励均衡和约束均衡四个方面,提出完善公共图书馆古旧文献服务制度的实施方案。The ancient document service system of public library is a part of public library system,which is the embodiment of the management idea and method of public libraries.The ancient document service system of public library consists of the system based on the law of cultural relics protection,copyright law,library laws and regulations and library standards.It is the need of standardized management,protection and utilization of ancient document,and the scientific development of ancient document service of public library.There are also system defects in the design and practice.This paper puts forward the implementation plan of improving the ancient literature service system of public library from four aspects:accuracy and fuzziness,advantages and disadvantages symbiosis,policy and price orientation,as well as incentive equilibrium and constraint equilibrium.
