健康中国战略背景下地级市卫生服务供需结构性改革探索

摘　　要：基于健康中国战略背景下政府出台的供给侧改革相关政策,以黑龙江省齐齐哈尔市卫生服务供需结构性改革为样本,从健康需求与卫生服务供给两端检视供需结构性平衡问题。结果发现,地级市在卫生服务供需结构性改革中,应按供需性结构均衡调整卫生资源配置政策,加快推进公共卫生与医疗卫生协同发展,以需求为导向,调整各类医疗机构功能,建立"紧密型医联体",建立大健康精准化全链条产业体系。Taking the structural reform of health service supply and demand in Qiqihar City of Heilongjiang Province as an example,it examines the structural balance of supply and demand from both ends of health demand and health service supply,based on the related policies of supply side reform under the background of Healthy China Strategy.It proposes to optimize resource allocation according to the demand and supply balance,promote the development of public health and healthcare,adjust the medical institution function,establish "close medical alliance",develop large health industry system.
