国家妇幼保健机构下拨地方经费的管理对策探索

摘　　要：国家妇幼保健机构大量的业务工作是在各级地方妇幼保健机构和有关部门的协作、参与下在全国组织实施的,通过开展妇幼保健业务技术指导,加强妇幼保健机构规范化管理和体系建设,开展妇幼健康服务监测、调研等,为行政部门制定政策提供依据。其中,部分工作需要直接委托地方妇幼保健机构和有关部门协助完成,为保证委托工作的顺利实施,并按照国家相关规定合理使用委托工作经费,做好下拨委托工作经费管理,尤其是下拨经费的绩效评价,事前事中控制尤为重要。Majority work of National Center for Women and Children's Health(NCWCH)is to organize and carry out related academic activities with cooperation with different level maternal and children*s health care institutions.With professional guidance and technical support,NCWCH strengthen the standardized management and system construction of maternal and child health institutions,and carry out maternal and child health service monitoring and related research which provide a basis for the administrative department to formulate policies.Therefore,some tasks need to be directly entrusted to the local maternal and child health institutions and relevant departments to assist in.In order to ensure the smooth implementation of entrusted work,and to reasonably use the funds,it is important to conduct funding management,especially the performance evaluation of the allocation of funds,and quality control pre-and during the implement.
