科研诚信外部规范合目的性与合规律性的理论分析

摘　　要：[目的/意义]基于科研诚信外部规范理论建构与理性决策的需求,[方法/过程]本研究从社会基础与国家利益、权力运行与科研生态、自律与外部制度、规则创生效率、规则驱动力及个体角色定位、未来科研“生产力”升级与“科学—社会”运行逻辑变迁需求6个层面分析了科研诚信外部规范的合目的性与合规律性。[结果/结论]分析显示,在科学制度化进程中,关涉自由与秩序的效率、效能和正当性从根本上决定科学规范在特定时空阶段的具体内容与存在形式;合理进行科研诚信的外部规范,是调整科研人员间相互关系、实现机会公平,建立良性秩序,促进自由追求科研事业(或职业)、充分解放和发展科学社会中个人的天分与创造力、维护科学求真精神的制度性需求。研究同时指出,理性的科研诚信外部规范必须有效防范可能的“泛行政化”路径依赖风险,明晰政府“放、管、服”的边界。[Purpose/Significance]For the theoretical construction and rational practice of external supervision of scientific research integrity(SRI).[Method/Process]the present study examined the conforms regularity and purposiveness of external supervision of SRI on six levels,including(a)the social foundation and national interest,(b)power operation and scientific ecology,(c)self-discipline and external system,(d)efficiency of rule formation,(e)driving force of rule and individual role positioning(f)future requirements of scientific research“productivity”upgradation and“science-society”operation logic change.[Result/Conclusion]The present theoretical analysis suggested that:(a)In the process of scientific institutionalization,the efficiency,efficiency and legitimacy of the scientific norms related freedom and order,fundamentally determined the specific content and existence forms of scientific norms in the specific Spatio-temporal stage;(b)The rationally external supervision of SRI was the institutional demand to adjust the relationship between scientific researchers,realize opportunity fairness,establish a benign order,promote the free pursuit of scientific research(or occupation),fully liberate and develop the individual talent and creativity of scientific society,and maintain the scientific truth-seeking spirit.(c)the rationally external supervision of SRI must effectively guard against the risk of possible“administrative abuse”from path dependency,and clarify the boundary of the government's“decentralization,supervision and services”was also alerted.
