摘　　要：绿色电力市场建设是一项长期而复杂的系统工程。文中分析了绿色电力市场的概念内涵与发展动因,澄清了当前对绿色电力市场的认识误区,指出绿色规制作用下的竞争性电力市场是绿色电力市场当前阶段建设重点。分别从可再生能源发电进入电力市场的绿色政策、交易机制、偏差处理以及跨市场交易等方面比对分析欧美电力市场促进系统绿色化的经验及启示。同时,结合中国电力市场建设环境和需求,提出了当前阶段中国绿色电力市场的发展建议。The construction of the green electricity market is a long-term and complicated system project. This paper analyzes the concept and development cause of the green electricity market, clarifies the current misunderstanding of green electricity market,and points out that the competitive electricity market under green regulations should be the focus of the green electricity market at the current stage of construction. This paper compares and analyzes the experience and enlightenment of promoting green of power system in European and American electricity markets from the aspects of green policies, trading mechanisms, deviation handling and cross-market transactions for renewable energy power generation integrated into the electricity market. At the same time,combined with construction environment and demand of China’s electricity market, the development proposal of China’s green electricity market at the current stage is put forward.
