城市低保制度的“福利捆绑”问题及其治理路径

摘　　要：城市低保制度的"福利捆绑"问题既是制度之困,也是社会之忧。这一问题的成因是多维的,不仅有政策因素和制度因素,而且有成本因素和人为因素,由此导致了诸多负面效应,主要体现在造成低保制度功能异化、导致严重的福利依赖、滋长寻租和腐败的空间、损耗宝贵的福利资源、带来严重的相对剥夺感以及引发社会公众的不满情绪六个方面。为此,政府应确立为城市低保制度减负的总体思路,并采取实行差异化的分类救助、适度扩大制度边界以及加强社会救助部门之间的沟通与协调等措施,以有效解除城市低保制度与其他福利项目的简单捆绑,促进社会救助制度的健康发展。The"welfare bundle"problem of the urban minimum living security system is not only the managing difficulties in the system,but also the worries of society.The causes of this problem are multi-dimensional,including not only policy factors and institutional factors,but also cost factors and human factors.It results in mainly six negative effects:the function alienation of the minimum living security system,serious welfare dependence,rent-seeking and corruption,depletion of valuable welfare resources,serious sense of relative deprivation,and public discontent in the end.Therefore,the government should establish a general directive line of reducing burden of urban minimum living security system,and take measures such as implementing differentiated classified assistance,moderately expanding the system boundary and strengthening coordination between different social assistance departments,so as to effectively remove the simple bundling of the urban minimum living security system with other assistance projects and promote healthy development of the social assistance system.
