摘　　要：自2008年中国首家社区基金会成立以来,社区基金会参与基层治理已经成为社区公益慈善事业发展的新现象。国内政府主导型社区基金会成为主要研究对象。在理论层面,本研究基于回应性监管理论从政府、行业及组织、第三方三个不同的视角,通过具体实例来分析社区基金会监管存在的问题,并阐述三方主体间相互回应与互动合作的雏形;在实施路径层面,本研究从剖析国内社区基金会监管现状入手,深入探究政府主导模式下社区基金会监管的内在运行逻辑与运作机理,旨在提出集政府、行业及组织、第三方于一体的社区基金会综合监管策略。Since its first establishment in China in 2008,the community foundation has become a new trend in the development of grass-roots governance and community charity in China.Taking the government-led community foundation as research object,according to the theory of responsive supervision,this paper studies from three different perspectives of the government,the industry association and the third party.In addition,this study analyzes the existing problems in supervision of community foundations throughout some specific cases,trying to explain the embryonic form of mutual interactions among above three subjects.In terms of implementation path,this paper explores current situation of the community foundation supervision in China,probing into the internal operation logic and mechanism of community foundation supervision under the government-led mode,putting forward the comprehensive supervision strategy of community foundation which integrates the government,the industry association and the third party.
