摘　　要：探寻中国改革开放成功历程,揭示出中国特色社会主义市场经济具有双重竞争主体:企业竞争主要体现在产业经济领域,呈现在微观经济运行中资源稀缺条件下的一种资源配置行为;区域政府竞争主要体现在城市经济领域,呈现在中观经济运行中资源生成基础上的一种资源配置行为.区域政府间存在“三类九要素”的竞争:项目多少、产业链配套、进出口大小的竞争决定着各个区域的经济发展水平;基础设施完善、人才科技水平、财政金融支撑的竞争依赖于各个区域政府的经济政策措施;政策、环境、管理体系的竞争依赖于各个区域政府的经济管理效率.企业竞争与区域政府竞争构成现代市场经济发展的双重主体。中国特色社会主义市场经济的双驱动力,开启了现代市场理论、并成为解决世界各国政府与市场关系难题的有效路径.Exploring the successful experience of China’s reform and opening up, this paper reveals that the socialist market economy with Chinese characteristics has two main competing subjects: enterprise competition is mainly reflected in the field of industrial economy, presenting a resource allocation behavior under the condition of scarce resources in the operation of microeconomics;local governments competition is mainly reflected in the field of urban economy, presenting a resource allocation behavior based on the generation of resources in the mesoeconomic operation. There are"three categories and nine elements"competition among regional governments: the competition of the number of projects, the matching of industrial chains, and the size of imports and exports determine the level of economic development in each region;The competition of the improvement of infrastructure, the level of talents and technology, and the support of fiscal and financial support depend on the economic policies of various regional governments. The competition of policies, environment and management system depends on the economic management efficiency of each regional government. Enterprise competition and regional government competition constitute the dual subjects of the development of modern market economy. The dual driving force of the socialist market economy with Chinese characteristics has opened up modern market theories and has become an effective way to solve the problem of the relationship between governments and markets around the world.
