摘　　要：本文首次提出,主权国际货币除了发挥国际间的交易媒介、计价单位和价值储藏三种职能外,还存在一种被“善意忽视”的新职能——国际制裁手段.近年来,美国这样的顶级国际货币发行国正是通过国际货币的国际制裁手段,将全球的国际贸易、投资及金融活动几乎完全纳入其国内法管辖范畴,并获得了高额的霸权红利。国际制裁正成为美欧发达国家对外经济金融外交的一种主要方式.而这与货币权力非对称性、国际金融组织被边缘化、“世界货币”缺失.对国际货币监管无力等因素息息相关.国际货币的国际制裁手段职能除了给国际货币发行国带来短期暴利外,长期来看具有诸多“反噬效应”.对中国而言,应加大对国际货币的国际制裁手段新职能的重视和研究,提升中国的货币权力,实施反制裁措施,构建国际债权人保护共同体,健全国际货币体系,进一步发挥中国在组织架构和规则完善中的主导作用。For the first time, this paper points out that sovereign international currency not only plays the three functions of international exchange medium, unit of account and store of value, but also has a new function that is ignored in good faith--international sanctions. In recent years, the top international currency issuers such as the United States have incorporated international trade, investment and financial activities around the world into their domestic legal jurisdictions through international sanctions of international currencies, and have received high hegemonic dividends. International sanctions are becoming a major form of foreign economic and financial diplomacy for developed countries in the United States and Europe. This is closely related to the asymmetry of monetary power, the marginalization of international financial organizations, the lack of"world currency", and the inability to regulate international currencies. In addition to bringing short-term profits to international currency issuing countries, the international sanctions function of international currencies has many"boomerang effects"in the long run. For China,we should increase the emphasis and research on the new functions of international sanctions for international currencies, enhance China’s monetary power, implement anti-sanctions measures, build an international creditor protection community, improve the international monetary system, and further play China’s leading role in the improvement of organizational structure and rules.
