促进环保产业园创新创业发展政策调查分析——以国家环境服务业华南集聚区为例

摘　　要：文章从科技人才政策、技术创新与产业化政策、财税优惠政策、规范引导政策以及配套服务政策等5个方面梳理了2011年以来国家环境服务业华南集聚区环保产业促进政策文本,构建了环保产业促进政策评估体系,并在集聚区开展了问卷调查。调查结果显示,发挥作用较强的政策重点支持产业创新创业的种子期、产业化阶段以及初创期,其中,人才引进政策、技术研发项目支持政策、示范工程建设支持政策和财政资金支持政策发挥了重要的作用,而对于促进企业做大做强的政策作用相对较弱。The paper combed the policies for promoting environmental protection industries in the national environmental service industry cluster district in south China since 2011 from the 5 aspects:the policies on scientific and technological talents,the policies on technological innovation and industrialization,the policies on preferential finance and tax,the policies on standardization and guidance,as well as the policies on supporting services;constructed the evaluation system of the policies for promoting environmental protection industries;and carried out a questionnaire in the industry cluster district.According to the survey results,the policies that work better mainly support the industrial innovation and entrepreneurship in the seed stage,industrialization stage and start-up stage;among these policies,the talent introduction policies,the policies for supporting technology R&D projects,the policies for supporting the construction of demonstration projects,and the financial fund supporting policies play an important role,while the policies for promoting enterprises to become bigger and stronger have relatively less effect.
