摘 要:目的:组织文化对组织有效性和组织绩效的研究就是组织文化领域的热点问题。公立医院作为我国医疗服务主要供应者,其运营具有公益性与非营利性。从组织层面研究文化特质,建立一套符合自身医院的文化评价指标体系,已成为提升医院管理水平的重要工作之一。方法:运用OCQ量表和Cooke&Lafferty的组织文化目录(OCI)作为组织文化测量工具。采用问卷调查对不同公立医院的医院文化建设现状进行评价,并访谈医院的文化管理者。结果:组织文化评价归为四个维度,分别是价值观念、一致性、参与性、适应性,总结提炼13个维度的63个组织文化条目。经统计学检验,团队导向、创新变革2个维度信度较低。最终,形成11个维度、52个组织文化条目评价指标。不同公立医院的文化建设评价、医院文化满意度均具有显著性差异。结论:医院文化特征差异性对医院文化表达、医院文化有效性、医院文化影响力都会产生不同程度的影响。公立医院文化管理是个系统性工程,先要对文化进行诊断,逐渐形成共识,制定文化战略及目标,最终建立符合组织自身的文化体系。Objectives:There is a spotlight in organizational culture frontiers is to study the impact of organizational culture to organizational effectiveness and organizational performance.As the major medical service supplier in People’s Republic of China,governmental hospitals run with the characteristic of public welfare and non-profit.It is important for boosting hospital management level to set up a system that meets self-evaluation cultural measurement with cultural characteristics at the organizational view.Methods:OCQ Questionnaire and Cooke&Lafferty Organizational Culture Inventory(OCI)was adopted to measure organizational culture.Survey by questionnaire was used to assess status of cultural construction in different governmental hospitals.Focused group interviews were performed to cultural managers of different hospitals.Results:Measurement on organizational culture was composed by four dimensions,which were concept of value,consistency,participation and adaptability.We summarized to 63 items with 13 dimensions of cultural construction measurement.Dimension of team orientation and dimension of initiative change had lower reliability.Finally,52 items with 11 dimensions of cultural construction measurement had been formed.There was statistical significance on cultural construction measurement and satisfaction of hospital culture among different public hospitals.Conclusion:Difference of characteristics of hospital culture influences expressions,effectiveness and influence of hospital culture in varying degrees.It is a systematic engineering of cultural management in governmental hospital.We should recognize culture first,reach consensus gradually,set cultural strategy and goals,and finally build a culture system that fit to the organization self.
