新冠肺炎疫情背景下东京奥运会备战的现实困境及其规制探究

摘　　要：基于不确定性管理理念和比较分析方法,探究新冠肺炎疫情期间我国备战东京奥运会的深度不确定性及其规制策略。我国备战东京奥运会的现实困境主要体现为备战形势、备战资源、备战机遇、备战风险和备战预测的深度不确定性。有效管理我国备战东京奥运会的不确定性,要科学编制预案,优化国家奥运备战的顶层设计,研判奥运资格赛体系变化,加强运动员的赛前心理建设,并建立奥运赛事变化的预警机制。基于构建的疫情期间奥运备战不确定性管理体系,我国奥运备战团队不仅能够经受住严峻疫情考验,确保运动员在健康安全的环境下参赛并取得佳绩,而且有望塑造一批竞技心理素质和竞技能力双卓越的世界级标杆运动员。Based on comparative analysis method and thoughts of uncertainty management,this paper explores the deep uncertainty of China’s preparation for the Tokyo Olympic Games and its regulation during COVID-19.The real dilemma of China’s Olympic preparation during COVID-19 is mainly embodied in the deep uncertainty of the situation,resources,opportunities,risks,and prediction of the Olympic games.To effectively manage the uncertainty,we must make plans to optimize the national top-level design,study and judge the changes in the Olympic qualification system,strengthen the psychological construction of the athletes,and establish an early warning mechanism for the changes before or in the Olympic Games.Based on the uncertainty management system of preparation for the Tokyo Olympic Games during epidemic period,China’s Olympic preparation team can not only withstand the severe epidemic,ensure the athletes to compete in a healthy and safe environment and achieve good results,but also is expected to shape a number of world-class benchmark athletes with excellent competitive psychological quality and competitive ability.
