美国研究型大学学术评议会运行的有效性分析——以加州大学伯克利分校为例

摘　　要：学术评议会是推进高等教育治理体系现代化的重要工具,是探究学术治理合法性的重要来源,也是提升公共服务和承担公共责任的关键因素。加州大学伯克利分校是美国公立研究型大学的旗舰大学,伯克利评议会又在美国高校中最具影响力,对我国探索研究型大学学术(教授)委员会有效运行具有借鉴作用。伯克利评议会表现出共同治理、协商沟通、磋商调解、内部监督与决策制衡的运行机制,我国高校应构建追求卓越的教师文化,激发教师参与的兴趣和意愿,行政部门和评议会开展建设性的有效合作,推动研究型大学评议会的有效运行。Academic senate is an important approach to foster modernization of higher education governance,a resource to explore the legality of academic governance,and a critical factor to enhance the public service and common responsibility of universities.University of California,Berkeley(UC Berkeley),as a leading public research university in the United States,has an influential academic senate.Studying the case of UC Berkeley has implications for Chinese research universities.The Berkeley senate shows effective mechanism with common governance,negotiation,consultation and mediation,inner supervision and decision balance.The paper proposes that in order to make effective operation of academic senate,efforts should be taken to construct a culture of pursuing excellence among faculty members,to stimulate faculty members’interests and willingness of participation,and to promote cooperation between administration departments and the senate.
