新功能主义视角下拉美一体化进程探析

摘　　要：基于主导理念的不同,拉美一体化发展进程可分为联邦主义、功能主义、新功能主义三个时期。以新功能主义为视角,随着拉美各国经济合作加强,其在教育、安全、能源等领域的合作也开始展开,这是由于经济部门的建立而引起其他相关部门一体化的功能外溢。但因过度的民族主义倾向、浓重的意识形态色彩、缺乏主导的地区性大国及美国的持续影响等制约因素的存在,拉美一体化进程发展缓慢,不同于欧盟的一体化模式,其未来发展仍充满挑战。The process of Latin American integration can be divided into three periods based on the main principles:federalism,functionalism and neo-functionalism.From the perspective of neo-functionalism,with the enhancement of economic cooperation among the Latin American countries,there has been closer cooperation in the fields of education,security and energy,which is the function spillover of integration of other relevant sectors caused by the establishment of economic sectors.However,the Latin American integration progresses slowly because of the extreme nationalistic tendency,the profound influence of ideologies,the lack of dominant regional powers and the active presence of the United States in Latin America.There is an evident difference between the process of Latin American integration and the process of the integration of the European Union.In a word,the prospect of Latin American integration is quite challenging.
