柬埔寨农户土地流转对中国“一带一路”倡议的启示

摘　　要：在当前国际环境动荡,经济增长由高速逐渐转为中低速的宏观背景下,寻求新的国际经济合作伙伴及贸易增长点,对中国长期经济增长至关重要。东南亚地区气候宜人、政局稳定、土地及劳动力资源丰富,是中国"一带一路"倡议的桥头堡,也是中国农业走出去的重要国际阵地。而实现中国与东南亚各国的农业合作,首要问题就是土地问题,尤其是土地流转问题。本文以柬埔寨为例,通过744份调查问卷,分析了东南亚国家典型农村家庭的农业经营现状,并在此基础上详细考察了其土地流转意愿及其影响因素。研究表明,总体上柬埔寨农户土地转出率不高,仅为32.7%,其中农户个人特征、家庭特征、经营状况及社会服务均显著影响了农户土地转出意愿。有效处理土地问题、完善政策支持体系、加快融资模式创新并设立专项合作基金是保证中国农业走出去战略顺利实施的重要举措。In the context of the currently turbulent international environment and the shift of economic growth from the high speed to the medium and low speed, it is crucial for the long-term growth of China’s economy to seek the new international economic partners and foster new growth engines. With the mild climate, political stability and abundant land and labor resources, Southeast Asia is the bridgehead of China’s Belt and Road Initiative and an important international front for China’s agriculture to go global. To realize the agricultural cooperation between China and Southeast Asian countries, the top priority is the land, especially the land transfer. Taking Cambodia as an example, this paper analyzes the current situation of agricultural operation of rural families in the typical South.east Asian countries by means of 744 questionnaires, further investigating the farmers’ willingness of land transfer and its influential factors specifically. The study shows that the rate of land transfer among the farmers in Cambodia is not high in general, only 32.7%. And individual characteristics, family characteristics, operation status and social services of peasant households significantly affect their willingness to transfer the land. Therefore, the effective settlement of land problem, the improvement of policy support system, the speeding-up innovation of financing mode and the establishment of special cooperation fund should be the important measures to ensure the smooth implementation of the"going-out"strategy of China’s agriculture.
