摘 要:中国地震灾害损失评估系统(简称CEDLAS)是一款可以对单体建筑、城市区域、国家范围进行震前灾害风险评估、震中实时评估、震后境况模拟的灾害损失评估软件。通过对我国地震背景、国内外灾评软件研究现状和防震减灾工作需求等方面的综合分析,提出基于GIS平台构建CEDLAS系统的思路,并介绍该系统的理论基础、逻辑结构以及功能结构,最后将系统应用于西安市灞桥区,得到示范区经济损失、人员伤亡预测数据。该系统的建立综合考虑了地震危险性、多龄期建筑地震易损性以及社会经济损失三方面,为我国地震灾害风险评估和防震减灾规划提供了技术支撑。研究成果可为灞桥区政府震前防震减灾规划及震后应急管理提供重要依据。China earthquake disaster loss assessment system(CEDLAS)is a disaster loss assessment software that can provide pre-earthquake disaster risk assessment,during earthquake disaster risk assessment,and post-earthquake situation simulation for individual buildings,urban areas,and national scope.Based on the comprehensive analysis of the earthquake background in China,the research status of disaster assessment software at home and abroad,and the demands of earthquake prevention and disaster mitigation,the idea of building CEDLAS system based on a GIS platform is put forward in this article,and the theoretical basis,logical structure,and functional structure of the system are introduced.Finally,the system was applied to the Baqiao district of Xi’an,and the predictive data of economic loss and casualties area were obtained.The establishment of the system comprehensively considers the seismic risk,the seismic fragility of multi-age buildings and the socio-economic losses,and provides the technical support for the earthquake disaster risk assessment and earthquake prevention and disaster mitigation planning.The research results can provide an important basis for the earthquake prevention and disaster mitigation planning pre-earthquake and the post-earthquake emergency management for the Baqiao district government.
