摘　　要：我国农村三级医疗卫生服务网络由于诸多原因多己名存实亡,新医改实施后,虽得到一定恢复,但其中起枢纽作用的乡镇卫生院的功能仍待强化,起"网底作用"的村卫生室的力量更需加强;在新形势下,只有政府主导医疗资源配置才能向农村三级医疗卫生服务机构倾斜,农村三级医疗卫生服务网络才能得到重建。For many reasons,rural tetiary medical and health service network in China is just an empty title.Af⁃ter the implementation of the new medical reform,although it has been restored to some extent,the functions of town⁃ship hospitals,which play a pivotal role,still need to be strengthened,and the power of village clinics,which play the role of the bottom of the network,especially need to be strengthened.Under the new situation,only the allocation of government-led medical resources can be inclined to the rural tertiary medical and health service institutions,and the rural tertiary medical and health service network can be rebuilt.
