摘 要:当今时代,拥有持久的创新能力既是每个民族立于不败之地的法宝,也是推进一个国家经济社会永续发展的不竭动力,这决定了民族创新创业人才的培养势在必行。从新制度经济学视角看,正式规则的“硬制度”在不同层面重视程度差异大,非正式规则的“软制度”与市场经济的发展速度不匹配,创新创业实施机制不健全及相关政策落地难等因素,是导致当前民族创新创业人才供给不足的主因。在此基础上,现阶段推进自上而下的强制性制度变迁及自下而上的诱致性制度变迁,是加强民族创新创业人员培养的重要路径选择。这种双向互动的制度变迁有助于激发创新创业人才活力,推动经济社会高质量发展。In today's era,the ability of lasting innovation is not only a magic weapon for every nation to remain invincible,but also an inexhaustible driving force for promoting a country's sustainable economic and social development,which determines the necessity of training national innovative and entrepreneurial talents.From the new institutional economics perspective,formal rules of the system of"hard"large difference of emphasis in different levels,informal rules system of"soft"does not match with the development of market economy rate and creative implementation mechanism is not sound and related factors such as policy hard landing,is the main reason leading to supply shortages of the current national creative and pioneering talents.On this basis,at present to promote the top-down mandatory institutional change and bottom-up induced institutional change is an important way to strengthen the training of national innovative and entrepreneurial personnel.This two-way interactive institutional change is conducive to stimulating the vitality of innovative and entrepreneurial talents and promoting high-quality economic and social development.
