广佛江珠城铁站点区域综合开发资源分析及规划建议

摘　　要：为了实现城际铁路站点区域综合开发方案的最优化和综合效益的最大化,对站点区域综合开发资源条件进行分析并反馈到规划方案编制及项目实施中具有重大意义。从综合开发的角度出发,对广佛江珠城际铁路14座新建车站周边区域的土地资源、房地产资源、旅游资源、物流资源、产业资源以及站内可开发资源进行分析;提出应以融合发展理念为指导,提高区域内城市之间、城市与开发区域之间、开发运营主体之间的协同能力,实现多方共赢;综合考虑企业财务平衡要求、客流需求和政府诉求,合理预测综合开发规模,确保适度开发;分析综合开发区域的职能分工,选择适宜开发方式及发展定位;根据站点与城市的区位关系、开发区域与站点的区位关系、城市(镇)等级与类型、城市(镇)的产业资源与发展需求,制定合理的产业体系并科学配比产业业态;通过两级开发模式和分期供地等策略的实施,确保综合开发能够有序推进。To optimize the comprehensive development plan of the inter-city railway station area and maximize the comprehensive benefits,it is of great significance to analyze the comprehensive exploitation resource conditions of the areas and feedback to the planning and project implementation.From the perspective of comprehensive development,the land resource,real estate resource,tourism resource,logistics resource,industrial resource and resources that can be exploited in the surrounding areas of the 14 newly-built stations of the Guangzhou-Foshan-Jiangmen-Zhuhai Intercity Railway are analyzed.The integrated development concept is put forth to improve the synergy between cities within the areas,between cities and exploitation areas,between exploitation and operation entities to achieve all-win cooperation.Comprehensive consideration of corporate financial balance together with customer requirements and government demands shall be addressed and reasonable prediction of comprehensive development scale should be made to ensure moderate development.The functional division of the comprehensive development should be analyzed before setting appropriate development mode and development target.A reasonable industrial system and tailored industrial format should be established based on the location relationship between stations and cities,between development areas and stations,on the level and type of the cities or towns,on the industrial resources and development needs of cities and town.Comprehensive development can be carried forward in an orderly manner by means of two-level development model and staged land supply.
