摘　　要：跨境经济合作区通过特殊优惠政策尽量弱化边界效应中的屏蔽效应,充分发挥其中介效应,因此,跨境经济合作区的边界屏蔽效应相对较弱而中介效应较强。针对跨境经济合作区中核心区和扩展区的不同功能分区,提出核心区范围内国家主权权能互相让渡、核心区边界实行严格国界管理、扩展区实行无障碍开放管理的跨境经济合作区边界管理模式。最后提出发挥边界的“情感纽带”作用、加强跨境经济合作区边界管理法律保障、强化国家主权让渡遵循平等性和渐进性、构建跨境经济合作区边境安全防控体系等跨境经济合作区边界管理对策。As the special preferential policies,the cross-border economic cooperation zone try to weaken the“shielding effect”of the boundary,strengthen the“mediation effect”of the boundary,so the“shielding effect”of the boundary is relatively weak and the“mediation effect”of the boundary is strong.The cross-border economic cooperation zone has core area and extension area,and on the basis of this functional partition,this article advocates that the management mode of the boundary of the cross-border economic cooperation zone should be:sovereignty transference within core area,strict management at the border of core area,opening management in extension area.At last put forward the management countermeasures of the boundary of the cross-border economic cooperation zone:take advantage of the“emotional attributes”of the boundary,strengthen the legal protection of the boundary-management of the cross-border economic cooperation zone,sovereignty transference should follow the principle of equality and progressive,build the security prevention and control system of the boundary of the cross-border economic cooperation zone.
