摘　　要：开展建设项目延续取水评估工作,对于实施最严格的水资源管理制度,进一步贯彻落实国家放管服改革要求,积极响应水利部提出的水利行业强监管的总基调,促进水资源的合理配置和高效利用具有重要意义.目前水利部、流域机构尚未出台延续取水评估技术导则或指南,如何规范延续取水许可申请流程、如何把握延续取水许可评估工作中的重点和要点,成为当前该项工作中亟待解决的一项重大问题.本文从建设项目延续取水评估开展的工作背景入手,以江西省为例,探讨开展评估相关工作的主要内容和程序,指出评估工作的技术重点等.针对发现的问题提出相关建议.To carry out the prolonged water intake assessment for construction projects,it is of great significance to implement the strictest water resources management system,to further implement the requirements for the reform of the state supervision and administration of water resources,to respond positively to the general tone putting forward by the ministry of water resources for strong supervision of the water sector,to promote the rational allocation and efficient utilization of water resources.At present,the ministry of water resources and river basin organizations have not issued the technical guidelines or guidelines for the prolonged water intake assessment.How to regulate the application process,how to grasp the focus and key points,has become a major issue to be resolved urgently in the current work.This article starting from the working background of the prolonged water intake assessment of the construction project,discusses the main contents and procedures of the assessment work,which is taking Jiangxi province for example.It points out the key technology of the prolonged water intake assessment work.And accords to the problems,putting forward related suggestions.
