长江经济带上游生态屏障建设:内涵、挑战与“十四五”时期思路

摘　　要：长江经济带上游生态屏障建设是推动上中下游协调发展的重要基础。本文从生态屏障的概念与性质出发,探究了上游生态屏障的内涵与功能类型。上游地区生态本底脆弱,城镇化和工业化的快速推进使生态系统格局变化较快、环境污染治理压力不减,加之生态环境保护条块化分割现象突出,成本分担及利益共享机制尚不健全,屏障建设面临严峻挑战。“十四五”时期,上游地区需着力夯实生态本底,提升污染防治能力,构建跨省域生态环境联防联治机制;加快建立健全跨省(市)、跨流域的生态补偿机制,举全流域之力共建上游生态屏障;在空间布局上,构建以城市群和都市圈为主要载体的上游绿色增长极网络,并将生态屏障提升为成渝地区双城经济圈的核心功能。The construction of the ecological safe shelter zone(ESSZ)in the upper reaches of the Yangtze River Economic Belt is an important foundation for the coordinated development of the upper,middle and lower reaches of the Yangtze River Economic Belt.Starting from the concept and nature of the ESSZ,the basic connotation and functional categories of the ESSZ in the upper reaches of the Yangtze River Economic Belt are explored.The ecological background of the upper reaches is fragile,the rapid process of urbanization and industrialization has led to dramatic changes in the ecosystem pattern,increased pressure on environmental pollution control,and the phenomenon of the fragmentation of ecological environmental protection is prominent,the mechanism of cost sharing and benefit sharing is not yet perfect,and all pose serious challenges to the ESSZ construction.During the 14th Five-Year Plan period,the upstream provinces need to strengthen the ecological background,improve pollution prevention and control capacity,and build a cross-provincial ecological environment joint prevention and joint governance mechanism;speed up the establishment and improvement of the ecological compensation mechanism across provinces,cities and the basin,and use the strength of the entire basin to jointly build the upstream ESSZ;in terms of spatial layout,build an upstream green growth pole network with urban agglomerations and metropolitan areas as the main carrier,and upgrade the ESSZ as the core function of the economic circle in Chengdu-Chongqing area.
