摘 要:基于政策协同视角,以2017年31个省、自治区和直辖市的5项农业专项转移支付项目和农业总产值为数据基础,采用定性比较分析方法对我国东、中、西部地区农业专项转移支付的组合效用进行了比较分析。结果发现:东、中、西部地区在高农业总产值的驱动机制上存在不同的路径,并且各自路径中的核心影响要素存在明显差异;东、中、西部地区农业专项转移支付项目间的政策协同程度依次递减;农业支持保护补贴对于东、中、西部农业总产值的提升均产生了积极影响。Based on the perspective of policy coordination,this paper uses 5 agricultural special transfer payment projects and the total agricultural output value in 31 provinces,autonomous regions and municipalities in 2017 as the data foundation.A qualitative comparative analysis method is used to compare and analyze the combined utility of special agricultural transfer payments in different regions of China's eastern,central and western regions.Results show that there are different paths for the driving mechanism of high agricultural output value in the eastern,central and western regions,and the core influencing factors in the respective paths are obviously different.The degree of policy coordination among agricultural special transfer payment projects in the eastern,central and western regions decreased in proper order.Agricultural support and protection subsidies have a positive impact on the increase of the total agricultural output value in the eastern,central and western regions.
